DeBloils;-AICP <br />Chief, Environmental Planning <br />& Code Enforcement <br />DATE: July 11, 1995 <br />SUBJECT: Reith Hedin Appeal of Staff's Decision to Deny <br />Refund of a Political Sign Removal Bond <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of July -18, 1995. <br />DESCRIPTION & CONDITIONS <br />This agenda item pertains to Mr. Reith Hedin's appeal of staff's <br />decision to deny refund of a $250 political sign removal bond due <br />to the applicant's noncompliance with county sign ordinance <br />requirements. In accordance with County Code Section 902.07, such <br />appeals of staff's decisions are heard by the Planning and Zoning <br />Commission, and may be further appealed to the Board of County <br />Commissioners. <br />The Planning and Zoning Commission, at its meeting of May 25, 1995" <br />heard Mr. Keith Hedin's appeal and, by a vote of 4 to 3, upheld <br />staff's denial of the bond refund (see attached minutes excerpt). <br />Mr. Hedin has now appealed the Planning and Zoning Commission's <br />decision -to the Board of County. Commissioners. <br />Background <br />During the Fall, 1994 election period, a number of political <br />candidates placed political signs throughout the county. Within <br />the unincorporated area, County Code Section 956.15 (1) provides <br />regulations for temporary political campaign signs (see attached). <br />On October 21, 1994, staff advised Mr. Hedin by letter that several <br />Hedin campaign signs were observed in the unincorporated county <br />without a required sign permit. Mr. Hedin thereafter submitted a <br />sign application, and on October 28, 1994, county staff issued a <br />sign zoning permit to Mr. Hedin, allowing the placement of <br />temporary political signs throughout the unincorporated county. <br />The permit included specific conditions relating to sign location <br />and size allowances. <br />17 <br />July 18, 1995 <br />BOOK 95 PAGE 717 <br />
