Fr- <br />Boa 95 PAGE 736 <br />Mr. Camis added that they'd been operating in Vero Beach since <br />1978 and have been renting in the same location since 1986. They <br />felt that an owner -occupied building is better than a landlord - <br />tenant relationship. They considered the building too valuable for <br />storage and believed they rendered valuable services to about 2,000 <br />clients per year from the county, which could probably be increased <br />with a building such as this. <br />Commissioner Bird explained the divergence of values on the <br />building is because they valued the building in an improved <br />condition and the appraisal was based on "as is" condition. <br />Director Dean had no knowledge that the building contained <br />asbestos, but also commented that if the building consisted of <br />5,872 square feet and were constructed now, it would be about <br />$60/square foot, or about $350,000, plus the value of the land. <br />Commissioner Adams pointed out that if they bought the <br />building it would remain off the tax roles, because they were a <br />not-for-profit group. <br />MOTION WAS MADE by Commissioner Bird, SECONDED <br />BY Commissioner Eggert, to reject the offer. <br />Commissioner Eggert cautioned, if the building is to be used <br />by the County for storage of records, that staff not be blind to <br />some of the problems that are there. <br />Chairman Macht suggested all it needed was dehumidification. <br />Commissioner Tippin warned that the building was also <br />inhabited by rats, and Director Dean responded that the <br />exterminating people had been to the building at least twice trying <br />to take care of that problem. <br />THE CHAIRMAN CALLED THE QUESTION and the <br />motion carried unanimously. <br />Commissioner Tippin wished New Horizons well in finding a new <br />facility to continue their work in the area. Commissioner Eggert <br />agreed. <br />Commissioner Bird said he would be open to a better offer as <br />long as the County could get good value out of the building. <br />36 <br />July 18, 1995 <br />
