MP -95 -15 -ST <br />On March 23, 1993, the Indian River County Board of County <br />Commissioners approved a continuing Master planning service <br />agreement with the engineering firm of Brown and Caldwell. The <br />Utilities Department is now requesting authorization to perform a <br />major modification of the Utility Master Plan in the North County <br />service area. The revision is necessitated for the following <br />reasons: <br />1. Evaluation of the impact to the County Utilities Master Plan of <br />the proposed acquisition of Sebastian Utilities prior to a <br />public hearing. (On May 7, 1995, the Board of County <br />Commissioners directed staff to proceed with preparations for a <br />public hearing and acquisition of the City of Sebastian's <br />Utilities.) <br />2. The removal of the Sea Oaks WWTP from service and its flow <br />being transferred to the North County WWTP (project at 99% <br />design completion). An evaluation of this was previously <br />performed by Brown and Caldwell. <br />3. Evaluation of the proposed removal from service of the North <br />Beach R.O. Plant and its conversion to a repump facility due to <br />high operations cost of the facility. <br />ANALYSIS <br />The total proposed cost of this Master Plan addendum is $64,000.00, <br />with a $10,000.00 project contingency for a total of $74,000.00. <br />The work will include the following: <br />1. Water supply, treatment, and distribution systems analyses. <br />2. Wastewater collection and treatment systems analyses. <br />3. Effluent reuse and disposal systems analyses. <br />For a detailed description of the individual tasks and costs <br />associated with each task, please reference the attached proposed <br />Work Authorization with Brown and Caldwell. Funding for this <br />project will be from the Utilities Department impact fee fund. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners approve the Work Authorization with <br />Brown and Caldwell as presented. <br />45 <br />July 189 1995 B��x � �v 14 <br />
