She was also concerned about the Health <br />Department's cut, but was glad to see the cut from the Sheriff's <br />budget, and the reductions in travel, tuition, dues and <br />memberships. She asked for an explanation of the disparity between <br />the Sheriff's employees' 4% raise and the County employees' 3% <br />raise, and Director Baird explained the County was giving a 3% COLA <br />effective December 1 (2.7% if annualized), and the Sheriff was <br />giving a 2.7% COLA and the 1.3% was an adjustment in salaries. <br />Sheriff Gary Wheeler advised that he recently learned that <br />sometime in 1996, FCIA (run by FDLE) will be changing computer <br />software. This change will cost his department about $50,000- <br />$55,000 in order to stay on-line,- and he will probably be coming <br />back to the Board since it was not included in his budget. <br />Sheriff Wheeler believed his department had already pared down <br />their budget. He predicted that services will continue to suffer <br />if funding continues to be cut. He recounted the reasons he had <br />asked for fewer employees than needed, why he needed them, and why <br />he needed the additional vehicles. He felt the cut of $100,000 was <br />just a number selected, without any real thought, and reiterated <br />that his initial request was only a 3.59% increase over last year. <br />Sheriff Wheeler reminded them of the savings to the County for <br />providing security at the new Courthouse.
