Board of County Commissioners Meeting Minutes - Final July 13, 2021 <br />Supportive Housing Voucher and authorize the Chairman to execute the resolution <br />behalf of the Board. <br />Attachments: Staff Report <br />Resolution <br />Vice Chairman O'Bryan offered clarification regarding the Housing Choice Voucher <br />(HCV) program, noting that a Veterans Affairs Supportive Housing (VASH) <br />Voucher had been transferred to Indian River County from another Public Housing <br />Agency, to allow the County to help an additional local Veteran. <br />A motion was made by Vice Chairman O'Bryan, seconded by Chairman Flescher, to <br />approve Resolution 2021-046, approving one (1) HUD -Veterans Affairs Supportive <br />Housing (HCV-VASH) voucher to be transferred to Indian River County. The motion <br />carried by the following vote: <br />Aye: 5 - Chairman Flescher, Vice Chairman O'Bryan, Commissioner Adams, Commissioner <br />Earman, and Commissioner Moss <br />8.Q. 21-0700 Approval of Memorandum of Understanding between Treasure Coast Homeless <br />Services Council, Inc. and Indian River County, Rental Assistance for Acceptance <br />of 34 new Emergency Housing Vouchers <br />Recommended Action: Staff recommends the Board approve the Memorandum of Understanding with the <br />Treasure Coast Homeless Services Council, Inc. and authorize the Chairman to <br />execute the MOU on behalf of the Board. <br />Attachments: Staff Report <br />Memorandum of Understanding <br />Approved staffs recommendation <br />8.R. 21-0672 Update to Well Field Feasibility Expansion Study Agreement with All Webbs <br />Enterprises, Inc. <br />Recommended Action: Staff recommends the Board approve the updated sample agreement, and authorize <br />the Chairman to execute the agreement after approval by the County Attorney as to <br />form and legal sufficiency. <br />Attachments: Staff Report <br />Updated Sample Agreement <br />Commissioner Moss announced that she maintained her stance from the June 8, <br />2021 meeting, and would again be voting against staffs recommendation. <br />A motion was made by Vice Chairman O'Bryan, seconded by Commissioner Adams, <br />to approve staffs recommendation. The motion carried by the following vote: <br />Aye: 4 - Chairman Flescher, Vice Chairman O'Bryan, Commissioner Adams, and <br />Commissioner Earman <br />Nay: 1 - Commissioner Moss <br />Indian River County Florida Page 8 <br />
