Board of County Commissioners Budget Workshop Meeting Minutes - Final July 14, 2021 <br />Supervisor of Elections Leslie Swan expressed her appreciation to the <br />Board for their support. Ms. Swan made the Board aware that the <br />election's office budget for FY2021/2022 included the cost associated with <br />the Decennial Redistricting process, making mention of the expenses <br />associated with redistricting were part of the Supervisor of Election's <br />budget every ten (10) years. <br />Ms. Swan told of Senate Bill 90, signed into law on May 6, 2021, that <br />would make local election officials personally liable for continuously in <br />person monitoring of all vote -by -mail drop boxes within their county, or <br />they would face a $25,000 fine. She spoke of the Court mandated <br />requirement for the Supervisor of Elections to deploy and implement a <br />vote -by -mail system that would allow registered voters that were blind to <br />mark in a secret independent verifiable vote by mail -in -ballot without the <br />assistance of another individual. <br />Ms. Swan pointed out there were approximately 20,000 additional <br />vote -by -mail requests since the COVID-19 pandemics and the costs <br />involved to process vote -by -mail ballots, including the postage and <br />temporary staff needed to process and verify the signatures on the ballots. <br />She thanked County Administrator Brown and staff for allocating American <br />Rescue Plan Act Funds towards their proposed budget. <br />The Commissioners thanked and commended Ms. Swan and her staff for <br />conducting elections without incident and for being creative with finding <br />solutions that were not monetary. <br />MUNICIPAL SERVICE TAXING UNIT (M.S.T.U.) <br />004-104 NORTH COUNTY AQUATIC CENTER <br />004-105 GIFFORD AQUATIC CENTER <br />004-108 RECREATION <br />004-115 INTERGENERATIONAL FACILITY <br />004-116 BEACH PARKS <br />004-161 SHOOTING RANGE <br />Indian River County Florida Page 6 <br />
