Board of County Commissioners Preliminary Budget Hearing Meeting Minutes - Final September 15, 2021 <br />Property Appraiser Wesley S. Davis made the Board aware of a petition fled with <br />the Value Adjustment Board based on the non -ad valorem assessment for landfill <br />fees from a citrus packing house located on 90th Avenue. <br />Managing Director Himanshu Mehta stated that staff was working with Mr. Richey <br />and was still in the process of gathering information regarding the current disposal <br />from the property to determine a calculated waste generation. He stated the <br />County was purchasing scales to put on Waste Management trucks going to <br />businesses to weigh containers to determine the waste generation from the various <br />commercial sectors throughout the County. <br />There being no other speakers, the Chairman closed the hearing. <br />A motion was made by Vice Chairman O'Bryan, seconded by Commissioner Adams, <br />to approve the Solid Waste Disposal District rates of $84.76 per Residential Waste <br />Generation Unit ($135.62/House), a 8.15% increase from current year; $47.64 per <br />Commercial Waste Generation Unit, a 7.01% increase from current year; and <br />Readiness to Use Fee of $29.51, a 7.62% increase from current year, for the Solid <br />Waste Disposal District (SWDD). The motion carried by the following vote: <br />Aye: 5- Chairman Flescher, Vice Chairman O'Bryan, Commissioner Adams, Commissioner <br />Earman, and Commissioner Moss <br />A motion was made by Vice Chairman O'Bryan, seconded by Commissioner Adams, <br />to adopt the budget in the amount of $19,375,997 for the Solid Waste Disposal <br />District. The motion carried by the following vote: <br />Aye: 5- Chairman Flescher, Vice Chairman O'Bryan, Commissioner Adams, Commissioner <br />Earman, and Commissioner Moss <br />The Board of Commissioners adjourned the Solid Waste Disposal District hearing, <br />and reconvened as the Board of County Commissioners of the Budget Workshop <br />meeting, continuing with the adoption of non -ad valorem assessment charges. <br />7. ADOPTION OF NON -AD VALOREM ASSESSMENT CHARGES <br />Management and Budget Director Kristin Daniels announced the proposed charge <br />for the Vero Lake Estates Municipal Service Benefit Unit (M.S.B.U.) was $50.00 <br />per parcel acre and the East Gifford Stormwater M.S.B.U. was $10.00 per parcel <br />acre. <br />Indian River County Florida Page 6 <br />
