rof <br />Clerk of the Circuit Court Jeff Barton advised that as part of <br />the fallout from the financial situations of Orange County, <br />California, and Escambia County, Florida, a legislative committee <br />was formed along with some outside personnel. He was one of the <br />group that worked on the committee on behalf of the Clerks <br />Association. The major output of the committee is legislation that <br />requires all counties and government entities within the State of <br />Florida to formulate an investment policy to be presented to the <br />governing board for approval as their operating document on how <br />public funds are to be invested. Clerk Barton advised that because <br />his office is responsible for the investment of county funds, he <br />has put together a blue ribbon committee that is in the process of <br />writing an investment policy plan for Indian River County.
