Board of Commissioners SWDD Budget Workshop Meeting Minutes - Final July 14, 2021 <br />1:30 P.M. (PUBLIC HEARING) SOLID WASTE DISPOSAL DISTRICT (S.W.D.D.) <br />411-217 SANITARY LANDFILL <br />411-255 RECYCLING <br />PROOF OF PUBLICATION OF ADVERTISEMENT FOR HEARING IS ON <br />FILE IN THE OFFICE OF THE CLERK TO THE BOARD. <br />The Board of County Commissioners reconvened as the Board of Commissioners <br />of the Solid Waste Disposal District. The minutes will be approved at an <br />upcoming Solid Waste Disposal District meeting. <br />21-0683 <br />Attachments: SWDD <br />Management and Budget Director Kristin Daniels announced the Solid Waste <br />Disposal District (SWDD) proposed total budget for the Landfill is $11,069,415, an <br />increase of $2,122,067. The landfill increase was due to the implementation of the <br />new Leachate Treatment project for 1.1 million dollars, a new automatic scale <br />house, deferred capital maintenance in the amount of $400,000, and the Consumer <br />Price Indexing (CPI) adjustment increases in the Atlas Organics, Waste <br />Management, and Republic Services contracts. She stated the Recycling proposed <br />total budget is $9,512,357, an increase of $64,038 for the addition of a recycling <br />specialist, and deferred capital maintenance expenses. <br />Budget Director Daniels concluded the total proposed budget for the Solid Waste <br />Disposal District is $19,375,997, an increase of $980,330 and reviewed the <br />proposed assessment rates for the Residential E.R.U, Commercial W.GU., and <br />Readiness -to -use fee. <br />Chairman Flescher brought up the challenges in recycling and questioned whether <br />there were appropriate funds for the upcoming changes to the recycling process. In <br />response to the Chairman's question, Managing Director of the Solid Waste <br />Disposal District Himanshu Mehta agreed that there were challenges with the <br />recycling program, but the County was headed in the right direction. He <br />indicated that only three (3) counties out of sixty-seven (67) Counties had met the <br />75% recycling goal and the Department of Environmental Protection was looking at <br />what the counties could do across the state to improve the recycling programs. He <br />mentioned that the County was in the process of designing and building a new <br />recycling transfer facility, noting that it was in the final stages of design. He <br />thanked Sue Flak, Recycling Education and Marketing Coordinator, for her <br />increased efforts in the community to educate the residents on the recycling <br />program. <br />Indian River County Florida Page 1 <br />
