RESOLUTION NO. 2021 - 074 <br />A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF <br />INDIAN RIVER COUNTY AUTHORIZING THE FILING OF AN <br />APPLICATION FOR GRANT FUNDING ASSISTANCE FROM THE <br />FEDERAL TRANSIT ADMINISTRATION. <br />WHEREAS, the Federal Transit Administration (FTA) is authorized to award Section 5307 <br />grant funds for the implementation of a public transportation program of projects; <br />WHEREAS, Indian River County and the Senior Resource Association utilize FTA Section <br />5307 funds to provide needed public transportation services within the County; <br />WHEREAS, the American Rescue Plan (ARP) Act provides operating assistance for all <br />urban transit operators through the Section 5307 program; and <br />WHEREAS, in applying for FTA Section 5307 funds, Indian River County and the Senior <br />Resource Association will comply with all applicable federal regulations and requirements <br />associated with the Section 5307 program. <br />NOW, THEREFORE, BE IT RESOLVED BY THE INDIAN RIVER COUNTY BOARD OF <br />COUNTY COMMISSIONERS: <br />1. That the Community Development Director or his designee is authorized to file an <br />application on behalf of Indian River County with the Federal Transit Administration for <br />transit operating assistance as specified in the County's FY 2021 grant application under 49 <br />USC Chapter 53, Section 5307 through ARP Act. <br />2. That the Chairman of the Indian River County Board of County Commissioners, the County <br />Attorney, and/or Community Development Director are authorized to execute, and the <br />Community Development Director is authorized to file with such application, an assurance or <br />any other document required by the U.S. Department of Transportation effectuating the <br />purpose of Title VI of the Civil Rights Act of 1964. <br />3. That the Community Development Director or his designee is authorized to execute grant <br />agreements with the U.S. Department of Transportation to finance and implement the <br />program of projects specified in the County's FY 2021 grant application under 49 USC <br />Chapter 53, Section 5307. <br />4. That the County Administrator is authorized to set forth and execute necessary <br />Disadvantaged Business Enterprise (DBE) policies in connection with such application as <br />specified in the County's adopted DBE plan and in accordance with the federal requirements <br />of 49 CFR Part 26. <br />5. That the Community Development Director or his designee is authorized to furnish such <br />additional information as the U.S. Department of Transportation may require in connection <br />with the County's FY 2021 grant application under 49 USC Chapter 53, Section 5307. <br />THIS RESOLUTION was moved for adoption by Peter D. o' Bryan , and the <br />FACommunity Development\Users\MPO\Transit\Grants\530T2021 ARP\bcc resolution.docx Page 1 of 2 <br />
