Keating, AICP AN11C <br />Community Development Director <br />DATE: July 27, 1995 <br />SUBJECT: I-95/CR 512 COMMERCIAWINDUSTRIAL NODE <br />It is requested that the information herein presented be given <br />formal consideration by the Board of County Commissioners at their <br />regular meeting of August 8,. 1995. <br />DESCRIPTION & CONDITIONS: <br />Recently, the County's Economic Development Council (EDC) has been <br />working with staff to evaluate the size and configuration of the <br />County's three large I-95 commercial/ industrial (C/I) nodes. In <br />particular, the EDC has focussed on the I-95/CR 512 C/I node. <br />With respect to the I-95/CR 512 node, the EDC has determined that <br />the node should be reconfigured such that land adjacent to and <br />abutting 102nd Terrace is included in the node. Not only does the <br />102nd Terrace right-of-way provide access, water, and sewer, but it <br />provides for the logical expansion of the de facto industrial park <br />that has been established there with the siting of XL Vision, <br />Maacho, and Profold. <br />The EDC's intent is to include into the node land abutting 102nd <br />Terrace for a distance of 1,000 feet. That amount of land would <br />total approximately 107 acres. Including such land in the node <br />would, of course, necessitate amending the comprehensive plan. <br />With such an amendment, a comparable amount of land would have to <br />be removed from the node to avoid further increasing the County's <br />overallocation of commercial/industrial land. <br />ANALYSIS: <br />Two issues arise with respect to including the referenced 107 acres <br />in the node boundary. The first issue involves identifying 107 <br />acres currently within the node that can be removed from the node. <br />Although seemingly a difficult task, there are some wetlands acres <br />and a borrow pit that could appropriately be removed from the node. <br />The second and more difficult issue involves the status of the 107 <br />acres proposed for node inclusion. That 107 acres, along with <br />several thousand acres of contiguous land, is owned by Anthony <br />Coraci (owner of record is DSC of Newark) and is being purchased by <br />the state through its Conservation and Recreation Lands (CARL) <br />program. Although the state has been attempting to purchase the <br />Coraci property for a number of years, it now appears that a sale <br />is imminent. In fact, the acquisition is expected to be presented <br />to the Governor and Cabinet for final consideration in late August. <br />Generally, land purchased by the state through the CARL program is <br />limited to conservation uses and managed accordingly. <br />Consequently, the anticipated CARL purchase could restrict <br />development on the subject 107 acres and prevent that land from <br />being incorporated within the node. <br />36 <br />August 8, 1995 <br />� � r <br />
