Surrounding Land Use and Zoning: <br />North: <br />South: <br />East: <br />West: <br />RECOMMENDATION: <br />Single Family/A-1 <br />Single Family, Grove/A-1 <br />Grove, Vacant/A-1 <br />Vacant/A-1 <br />BOOK 95 PnE919 7 <br />Based on the analysis performed, staff recommends that the Board of <br />County Commissioners grant approval of the planned development <br />special exception use request for Lago Rey with the following <br />conditions: <br />1. That prior to or via the final plat, the developer shall <br />donate 76' of property along the site's 58th Avenue frontage <br />for 58th Avenue road right-of-way. Said donation is <br />compensated by density credit at 1 unit per acre as described <br />in the staff report. <br />2. That the Board of County Commissioners grant the lot size <br />waiver as listed in item 14 of the staff report. <br />The Chairman introduced into the record the following letter <br />in opposition from Theodore Angell: <br />Theodore AngeLl <br />P. 0. Box 7184 <br />Vero Beach, F1 32968 <br />Mr. Ken Macht, Chairman <br />Board of County Commissioners <br />1840 25th Street <br />Vero Beach, Florida 32960 <br />August 11th, 1995 <br />Dear Mr. Macht: <br />At the next meeting of the Board of Commissioners on August 15th, <br />1995, a proposed development known as Lago Rey will be presented <br />for consideration. I have opposed this application from the <br />beginning and will continue to do so. <br />The. Staff report of the Planning and Zoning Commission became <br />available on August 9th, three business days before the scheduled <br />hearing, and I cannot be present on that date to speak to the <br />Board as I will be out of town. <br />This proposal was made more than a year ago, and then withdrawn <br />by the applicant. While under consideration by the Planning and <br />Zoning personnel, I expressed my concerns and opposition in writing <br />to Mr. Stan Boling at that time:, and you will please find my <br />communication attached to the Staff report. <br />Upon notification that the Lago Rey application had been resurrected, <br />I contacted Mr.. John McCoy and requested that my original opposition <br />and concerns remain standing. Having subsequently read the Staff <br />report which was forwarded to me just yesterday, I must convey to <br />you and to the Board of Commissioners my complete disappointment in <br />its conclusion and for good reason. <br />AUGUST 15, 1995 10 <br />
