Indian River Boulevard, approximately 1/3 of a mile south of 17th <br />Street. Final plat approval is required prior to the issuance of <br />a certificate of occupancy (C.O.) for any portion of the project. <br />On September 8, 1994, the Planning and Zoning Commission granted <br />preliminary plat/plan approval for the planned development known as <br />Indian River Apartments. All required improvements for the <br />development are controlled by the site plan approved in conjunction <br />with the preliminary plata Carter -Associates,, Inc., on behalf of <br />the Housing Group, Inc., is now requesting final plan approval, and <br />has submitted a final plat (site boundary plat) in conformance with <br />the approved preliminary PD plat. <br />ANALYSIS: <br />Since all required improvements are controlled by the approved site <br />plan for development of the project, the Public Works Department <br />issued a land development permit waiver for the project. The <br />required improvements necessary to serve individual buildings <br />within the project are controlled via the PD site plan inspection <br />process and will -be inspected and approved on a building -by - <br />building basis.. Prior to obtaining a certificate of occupancy <br />(C.O.) for any building, the required improvements necessary to <br />serve the building must be constructed by the developer and <br />approved by staff. All of the required improvements in. the <br />development will be private, except certain utility improvements, <br />which will be dedicated and warranted separately prior _to the <br />issuance of a C.O. for any building. Since the provision of <br />required internal improvements will be controlled through the PD <br />site plan inspection process, the developer has complied with the <br />appropriate requirements to obtain final plat approval for the <br />boundary plat. <br />RECOMMENDATION: <br />Staff recommends that the Board of County Commissioners grant final <br />PD plat approval for the Indian River Apartments planned <br />development. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Adams, the Board unanimously granted <br />final. PD plat approval for Indian River Apartments <br />planned development, as recommended by staff. <br />C.
