Board of County Commissioners Meeting Minutes - Final September 21, 2021 <br />12.F.1. 21-0854 CARES Act - Spending Plan Revisions <br />Staff recommends that the Board consider the proposed CARES Act reallocations, <br />Recommended Action: make any changes to the plan and adopt the proposed plan with any applicable <br />changes. <br />Attachments: Staff Report <br />CARES Act Spending Plan <br />City of Fellsmere CARES Act Amendment 3 <br />Director of Management and Budget Kristin Daniels appeared before the Board <br />to describe the latest round of changes to the CARES Act spending plan, and a <br />time extension request from the City of Fellsmere. Her report detailed <br />proposed reallocations, as well as funds returned from municipalities, Indian <br />River State College, the Indian River Hospital District, and the United Way. <br />She went on to describe additional expenditures the County undertook related <br />to Covid-19, and options to utilize any unspent CARES Act funds. <br />Chairman Flescher received confirmation that the extension request from <br />Fellsmere would not change the County's reporting requirements under the <br />CARES Act plan. Commissioner Moss informed the community that <br />mortgage and rental assistance was still available. <br />A motion was made by Vice Chairman O'Bryan, seconded by Commissioner <br />Earman, to approve the following recommendations: 1) approve the CARES Act <br />Amendment 3 and Time Extension with the City of Fellsmere; 2) approve the <br />decreases in allocations from Indian River Shores ($35,489), City of Vero Beach <br />($9,850), City of Sebastian ($12,512), Indian River State College ($19,147), Indian <br />River Hospital District ($9,090), and the United Way ($609,899); and 3) approve an <br />increase in BCC expenses for direct COVID-19 expenditures in the amount of <br />$695,987. The motion carried by the following vote: <br />Aye: 5- Chairman Flescher, Vice Chairman O'Bryan, Commissioner Adams, <br />Commissioner Earman, and Commissioner Moss <br />The Chairman called a recess at 11:19 a.m., and reconvened the meeting at 11:25 <br />a.m. with all members present. <br />C. Public Works <br />12.G.1. 21-0890 Timothy Rose Contracting proposed donation of concrete material to support <br />the County's Artificial Reef program <br />Recommended Action: Staff recommends the Board of County Commissioners accept the donation of <br />the proposed material from Timothy Rose Contracting <br />Indian River County Florida Page 13 <br />
