Mehta, P.E. <br />Managing Director <br />Solid Waste Disposal District <br />Indian River County <br />1325 74th Avenue SW <br />Vero Beach, Florida 32968 <br />Subject: Amendment Number 2 to Work Order Number 3 <br />Phase I Redevelopment for South Gifford Road Landfill <br />Vero Beach, Indian River County, Florida <br />Dear Mr. Mehta: <br />Geosyntec Consultants (Geosyntec) is pleased to submit this amendment to the Indian River County <br />(IRC) Solid Waste Disposal District (SWDD) to provide additional consulting services associated with <br />Phase I of the Redevelopment Plan for the Former Gifford Road Landfill, located in Vero Beach, Indian <br />River County, Florida (Site). The conceptual design for the Redevelopment Plan for the Former South <br />Gifford Road Landfill, including Phase I, was prepared as part of the recent brownfields grant -related <br />planning activities conducted by the Treasure Coast Regional Planning Committee (TCRPC) with <br />additional input by IRC. <br />Based on the conceptual design plan, Phase I consists of surficial land clearing of approximately 8 -acres <br />of land (including 3 -acres at the north end of the Site that will serve as the Site frontage, and 5 -acres in <br />the central portion of the Site that will serve as an open field with a designated gravel parking area), <br />fencing, landscaping along the 41s' Street frontage, and installation of a Floridan aquifer pumping well <br />and associated irrigation system. This amendment is submitted to finalize the conceptual Phase I design <br />plan together with IRC SWDD and to finalize the bid specification package and support IRC SWDD <br />during the bidding process. Geosyntec understands that design and permitting of the Floridan aquifer <br />pumping well as well as the irrigation system will be needed before installation, and those costs are <br />covered in this amendment. <br />The remainder of this proposal provides an overview of the project background, a description of the <br />proposed scope of work, a budget estimate, and a discussion of the schedule for accomplishment of the <br />work described herein. <br />PROJECT BACKGROUND <br />The Former South Gifford Road Landfill is an approximately 115 -acre closed landfill, of which the <br />northern 55 -acres are owned by IRC and the southern portion is owned by the City of Vero Beach.
