OCTOBER 19, 2021 <br />ITEM 14.B.1 <br />INDIAN RIVER COUNTY <br />BOARD OF COUNTY COMMISSIONERS <br />INTER -OFFICE MEMORANDUM <br />TO: Members of the Board of County Commissioners <br />DATE: October 13, 2021 <br />SUBJECT: Request the Board consider directing the County Attorney to start the process to <br />establish a Municipal Services Benefit Unit (MSBU) for the Oslo Park area to <br />raise funds for future road paving projects. <br />FROM: Peter D. O'Bryan, Vice Chairman <br />Commissioner, District 4 <br />Background: For some time now, the residents of Oslo Park have been working to raise the <br />awareness of their community and to improve the safety and living conditions in their <br />neighborhood. One project was the naming of the large field next to the iG Center as "Wiggins <br />Field", in honor of longtime resident Joe Wiggins. Next, several years ago a street light district <br />was established and street lights were installed throughout the Oslo Park area providing for a <br />safer neighborhood. The next step for the community is establishing a funding mechanism to <br />raise dollars that can be applied to pave roads within the community. In discussions with staff, it <br />was determined that a MSBU would be an appropriate path to follow. <br />Current resident Lonnie Ingram has been working with the Commissioner's office and Public <br />Works staff on developing a funding; mechanism. According to Mr. Ingram there appears to be <br />support from the community to begin a process to pave roads. <br />The purpose of this agenda item is to give the County Attorney direction to begin the formal <br />process of establishing a MSBU for Oslo Park. <br />93 <br />
