Board of County Commissioners Meeting Minutes - Final November 2, 2021 <br />Attachments: Staff Report <br />Application <br />Resolution <br />CARES/ARP Transit Funding Scenario <br />Budget Form <br />MPO Staff Director Brian Freeman's PowerPoint presentation in Item l O.A.1. <br />also included a request to apply for the Federal Transit Administration Grant for <br />American Rescue Plan (ARP) Operating Assistance. He noted that the <br />County's operating cost per passenger trip, $2.45, was the lowest in the State. <br />Chairman Flescher opened the public hearing. <br />There being no speakers, the Chairman closed the public hearing. <br />A motion was made by Vice Chairman O'Bryan, seconded by Chairman Flescher, <br />to approve staff's recommendation and Resolution 2021-074, authorizing the <br />filing of an application for grant funding assistance from the Federal Transit <br />Administration. The motion carried by the following vote: <br />Aye: 5 - Chairman Flescher, Vice Chairman O'Bryan, Commissioner Adams, <br />Commissioner Earman, and Commissioner Moss <br />10.A.3. 21-0995 Authorization to Discontinue GoLine Route 11 - Legislative <br />Recommended Action: The purpose of the public hearing is to provide an opportunity for public <br />comment on the proposed route changes. No action is required at this time. <br />Attachments: Staff Report <br />Map of Route 11 <br />The PowerPoint presentation used in Item 10.A.1. covered challenges related to <br />GoLine Route 11. MPO Staff Director Brian Freeman stated that Route 11 had <br />served a 41.4 mile round trip route from the Main Transit Hub to Sebastian <br />River Medical Center, but had been temporarily suspended since April 2020. <br />He pointed out that the Route 11 stops had been transferred to other GoLine <br />routes, and he recommended that the Board approve to permanently discontinue <br />Route 11. <br />Vice Chairman O'Bryan inquired and received confirmation from Director <br />Freeman that there was support from the MPO Technical Advisory Committee, <br />the MPO Citizen Advisory Committee, the Transportation Disadvantaged Local <br />Coordinating Board, and the Senior Resource Association to discontinue <br />GoLine Route 11. <br />Chairman Flescher and Director Freeman added discussion about how future <br />U.S. Census data could affect funding for certain programs. <br />Indian River County Florida Page 8 <br />
