Commissioner Tippin questioned the approximate 40 percent <br />increase in Change Order #1, emphasizing that the cost went from <br />$46,823.97 to $64,785.72. He couldn't understand why the 76 <br />additional meter tie-ins were not anticipated, because he could <br />have walked those two subdivisions and arrived at the exact total <br />of tie-ins to expect. <br />Utilities Director Terry Pinto explained that this is a <br />project that we received and took over from the City of Vero Beach. <br />We really don't know what is there until we get into the field and <br />if something is found that is different from the plans that are on <br />record, the change has to be made at that point. We have a <br />contract that covers all of the costs on an item basis. The <br />contract, which is bid out, covers all of the different problems <br />that you may find in the field. <br />Commissioner Tippin pointed out that in his 27 years of <br />experience in running a small business, he didn't believe he ever <br />miscalculated the cost of anything by 40 percent. <br />Director Pinto stated that he would get a detailed explanation <br />to Commissioner Tippin. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Adams, the Board unanimously approved <br />Change Order No. 1 and final pay request of <br />$23,366.84 to Driveways, Inc. <br />CHANGE ORDER NO. 1 IS ON FILE IN THE <br />OFFICE OF THE CLERK TO THE BOARD <br />WATER AND SEWER SERVICE EXTENSIONS - 48TH PLACE AND <br />28TH COURT <br />The Board reviewed the following memo dated 8/14/95: <br />DATE: AUGUST 14, 1995 <br />TO: JAMES E.
