RESOLUTION NO. 89-67 <br />A RESOLUTION OF INDIAN RIVER COUNTY, <br />FLORIDA, TO THE LEGISLATURE OF THE STATE <br />OF FLORIDA ENCOURAGING ADOPTION OF A <br />CONSTITUTIONAL AMENDMENT TO PROHIBIT <br />THE DESECRATION OF THE AMERICAN FLAG. <br />WHEREAS, the Supreme Court of the United States <br />recently ruled that It is not against the Constitution of <br />the United States for an individual to burn an American flag <br />when such burning Is part of that Individual's exercise of <br />ttfe right of free speech protected by the First Amendment; <br />and <br />WHEREAS, the Supreme Court made this ruling on only a <br />five -to -four majority, which Is an Indication of, how closely <br />divided the court was; and <br />WHEREAS, Indian River County believes that desecration <br />of the American flag Is an abominable act and should be <br />unworthy of Constitutional protection; and <br />WHEREAS, Indian River County believes that the United <br />States Constitution should be amended to prohibit such flag <br />desecration, <br />NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, that the <br />Board respectfully requests the Florida Legislature to <br />Initiate the procedures necessary to amend the United States <br />Constitution to prohibit desecration of the American flag. <br />The resolution was moved for adoption by Commissioner <br />Bird • and the motion was seconded by Commissioner <br />Eggert and, upon being -put to a vote, the vote <br />was as follows: <br />Chairman Gary C. Wheeler Aye <br />Vice -Chairman Carolyn K. Eggert Aye <br />Commissioner Richard N. Bird Aye <br />Commissioner Don C. Scurlock, Jr. Aye <br />Commissioner Margaret C.
