Inorl 96' pw 41 <br />shoulder. The need for right-of-way acquisition was for drainage <br />and in order to get a permit from the SJRWMD. He advised of the <br />findings of a traffic count done in 1993. The road is open to the <br />public and would be designed and constructed to accommodate trucks. <br />Grant Martin, 12500 91st Street, Fellsmere, emphasized that 50 <br />acres belong to Fey who uses the road for his mining operation and <br />he didn't understand why his assessment was $992. <br />Director Davis explained that the Fey property is in the City <br />Limits and Mr. Martin's assessment is based on the road frontage as <br />well as acreage. <br />Charlie Dyer, 12550 83rd Street, Fellsmere, advised that <br />everyone was present because they received a notice. He asked for - <br />a show of hands of how many were in favor, and how many were <br />against. <br />Chairman Macht requested that he not address the crowd, but to <br />address the Board and Council. <br />Mr. Dyer wanted the Board to be aware that the people need to <br />have the road paved. <br />Commissioner Adams advised that she had invited the Board to <br />Fellsmere and requested that they be given the courtesy of the <br />people. <br />A gentleman (gave his name, inaudible), of 12305 87th Street, <br />believed that people want the road but do not want to have to pay <br />for it, that it should be paid with public funds when available. <br />Maria Perez, owner of property on 83rd Street, questioned the <br />study on Berry Groves traffic. She wondered if the reason they <br />will not be'paying an assessment on all of their property is <br />because they claim they use another road. She asked if a traffic <br />study had been done on that as well. She stressed that a truck <br />does more damage to a road than a car. She also questioned whether <br />the north Willow Road owners had to pay when that section of the <br />road was paved. <br />Director Davis explained that a study was not done on the <br />other part of the road, but staff was quite aware of their <br />extensive use of the other road. He again explained that the road <br />would be designed to handle truck traffic and outlined all the <br />additional taxes paid by truckers for roadways. <br />Council Member Thomas explained that north Willow Road <br />property owners had to pay for paving about 25 years ago. <br />Jim Cloughley, representing Berry Groves, pointed out that the <br />company has been a taxpayer since 1971, pays substantial annual <br />taxes, and gets very little direct benefit from their tax dollars. <br />They maintain the road which is used by.90% of.thei.r traffic.
