RESOLUTION NO. 89-130 <br />if not paid In full the special assessments may be paid in <br />five equal yearly installments of principal plus interest. <br />40 If not paid when due, there shall be added a penalty of 14% <br />of the principal not paid when due. The unpaid balance of <br />the special assessments shall bear interest at a rate of 12% <br />from the Credit Date until paid. <br />S. There is presently on file with the Department of <br />Utility Services a plat showing the area to be assessed, <br />pians and specifications, and an estimate of the cost of the <br />proposed Improvements. All of these are open to inspection <br />by the public at the Department of Utility Services. <br />6. An assessment roil with respect to the special <br />assessments shall promptly be prepared in connection with <br />the special assessments. <br />7. Upon the adoption of this resolution, the Indian <br />River County Utilities Services Department shall cause this <br />resolution to be published at least one time in the Vero <br />Beach Press Journal before the public hearing required by <br />411-q6. <br />The resolution was moved for adoption by Commissioner <br />Bird and the motion was seconded by Conmissioner <br />Scurlock and, upon being put to a vote, the vote was as <br />follows: <br />Chairman Cary C. wheeler Aye <br />Vice -Chairman Carolyn K.
