RESOLUTION NO. 89`57 <br />the special assessments may be paid in five equal yearly <br />installments of principal plus interest. if not paid when <br />due, there shall be added a penalty of 11% of the principal <br />not paid when due. The unpaid balance of the special <br />assessments shall bear Interest at a rate of 12% from the <br />Credit Date until paid. <br />5. There is presently on file with the Department of <br />Utility Services a plat showing the area to be assessed, <br />plans and specifications, and an estimate of the cast of the <br />proposed Improvements. All of these are open to inspection <br />by the public at the Department of Utility Services. <br />6. An assessment roil with respect to the special <br />assessments shall promptly be prepared In connection with <br />the special assessments. <br />7. Upon the adoption of this resolution, the Indian <br />River County Utilities Services Department shall cause this <br />resolution to be published at least one time In the Vero <br />Beach Press Journal before the public hearing required by <br />411-46. <br />The resolution was moved for adoption by Cnmmissioner <br />Scurlock --. and the motion was seconded by Commissioner <br />Hoxm;111 anti, upon being put to a vote, the vote was as <br />follows: <br />Chairman Carry C. wheeler Aye <br />Vico-Chairman Carolyn K.
