1b
CONSENT
INDIAN RIVER COUNTY
OFFICE OF MANAGEMENT AND BUDGET
PURCHASING DIVISION
DATE: February 1, 2022
TO: Board of County Commissioners
THROUGH: Jason E. Brown, County Administrator
Kristin Daniels, Budget Director
FROM: Jennifer Hyde, Purchasing Manager
SUBJECT: Award of Bid 2022029—Annual Right -of -Way Mowing
BACKGROUND:
On behalf of the Road and Bridge Division, annual bids were requested for contractors to perform
mowing in six roadway right-of-way sections. This is a new bid, with term of award proposed to be
one year, with the option of two one-year extensions, subject to satisfactory performance, vendor
acceptance, and the determination that renewal of this annual bid is in the best interest of Indian
River County.
BID RESULTS:
Advertising Date: December 21, 2021
Bid Opening Date: January 14, 2022
Demandstar Broadcast to: 227 Subscribers
Bid Documents Obtained by: 17 Vendors
ANALYSIS:
The invitation to bid noted that each section will be awarded in its entirety, with Contractors
eligible to be awarded one or more sections. The bid documents also provided that the County
reserves the right to award the work a manner that is in its best interest. Therefore, the
department reviewed the bids and proposed distribution of the work among four contractors. The
instances where the lowest bid is not recommended for award reflect a lack of evidence provided
by the low bidder of sufficient staff and equipment to perform work in more than one Section. The
annual bid totals for each of the six sections and staff's recommended award are shown on the
table on the next page.
21
