Florida <br />Environmental <br />Consulting, Inc. <br />1 <br />Finally, please remember that due to the higher performance standards demonstrated by us, vs <br />the neglect of the physical system by others, the Board had administratively enacted a <br />requirement for the contractor to sign in at the West Plant weekly and required 40 acres of <br />vegetation maintenance. This directive, enacted by this body has obviously been ignored, as <br />there is no sign -ins recorded by the incumbent, and the system is heading back towards a non- <br />compliant cattail monoculture, once again to the County's detriment and expense. <br />In summary, we believe FEC has proven our qualifications and work ethic. More specifically we <br />won this bid in 2011 and were awarded this exact contract. Then we were awarded an additional <br />contract extension for 2014 and again for 2015. Which demonstrates our success with this <br />system. Back then Staff recommended our approval and then the Board, including some <br />individuals still on the current Board, approved our qualifications as presented and awarded the <br />contract, despite this exact same protest by the incumbent which has been denied now on 2 <br />separate occasions, and the final decision is again up to the Board. <br />We believe the most appropriate decision is based on the accepted bid results as won by FEC, <br />and this would also follow precedent for our approval in 2011 and re -approval in 2014, 2015, <br />and now again in 2022. <br />We also believe that rejecting our winning bid in favor of a protester who was denied the protest <br />by staff twice, would be an unfair outcome and set the wrong policy for this body. <br />Further, we believe individual P.O.s would unfairly provide the losing bidder and losing <br />protester, a backdoor mechanism to re -gain the contract after losing the bid fair and square. <br />In conclusion, we implore the Board to award the contract to the lowest responsible and <br />responsive bidder, Florida Environmental Consulting. <br />Thank you very much. <br />Sincerely, <br />TimAy' . �Ma�slin,C.E.S., C.E.C. <br />President <br />1835 20th Street • Vero Beach, Florida 32960 <br />Phone: 772-299-4791 • Fax: 772-778-3617 • E-mail: flenv®fl-env.com <br />
