Brown, County Administrator <br />THROUGH: Tad Stone, Director <br />Department of Emergency Services <br />FROM: Karen Rackard, 911 Mapping Technician <br />DATE: February 4, 2022 <br />SUBJECT: Approval of Renewal of the 800 MHz Communications System Infrastructure <br />Maintenance Contract with Communications International. Inc. <br />It is respectfully requested that the information contained herein be given formal consideration <br />by the Board of County Commissioners at the next scheduled meeting. <br />DESCRIPTION AND CONDITIONS: <br />Since the completion of the 800 MHz radio system project in 1996, Communications <br />International Inc., the factory -certified regional service partner of the manufacturer, has provided <br />the daily maintenance for the radio system. <br />On March 1, 2011, the Board designated Communications International, Inc. as the County's <br />Sole Source Provider for the 800 MHz Communications System Service. To guarantee continuity <br />of essential services, the County requires Communications International, Inc. to have certified <br />service technicians available twenty-four (24) hours a day for immediate repairs. <br />Communications International is the only regional vendor qualified to perform the maintenance <br />and repairs. <br />The approved contract for FY 2020/2021, approved by the Board on January 5, 2021, (Contract <br />Number CI -110-950) provided for renewal or extension of the contract in one (1) year <br />increments for a total of five (5) years upon mutual consent of the parties. The proposed FY <br />2021/2022 contract renewal represents the first extension. The terms and conditions of the <br />proposed contract will remain the same as the previous one with increases/decreases in annual <br />maintenance costs only due to removal of old equipment for the P25 Project and South Urban <br />Consumer Price Index (CPI) adjustments. <br />FUNDING: <br />The South Urban Region CPI is used to annually adjust the cost of the maintenance and service <br />agreement. The CFI for FY 2021/2022 is 2.0%. However, CPI was applied only to the <br />equipment installed before FY 2021/2022. <br />34 <br />
