The plant was built in two phases. The original plant was constructed in <br />1998 and later expanded in 2008. The supervisory controls and data acquisition (SCADA) are part of the <br />original plant equipment and are scheduled for replacement. The replacement funds were included in <br />the Fiscal Year (FY) 2021/22 budget. The project was put out to bid, and one bid was received on <br />January 28, 2022. <br />A review of the bid package was performed by Kimley-Horn and Associates, Inc. (KHA), the engineer of <br />record for the project, and Terry Southard, Operations Manager.
