The subject properties consist of three non-contiguous sites . No rezoning <br />is associated with this request . The purpose of this request is to provide relief to ownersof <br />agriculturally designated land located adjacent to the USA, where that land, because of its proximity <br />to urban development, can no longer feasibly be used for agricultural purposes . <br />At the October 16 , 2001 , Board of County Commissioners meeting , the Board, prior to considering <br />this land use amendment, will consider a text amendment that is closely related to this land use <br />amendment. That text amendment involves the issue of whether or not to establish a new T land use <br />designation. The Board cannot redesignate land to the T designation unless the Board first approves <br />a text amendment establishing the T designation . <br />This request is to redesignate three separate sites containing a total of 164 . 1 acres . The three sites <br />are referred to as Subject Properties 1 , 2 , and 3 , and are depicted in Figures 1 through 6 . Subject <br />Properties 1 , 2 , and 3 are related to the text amendment proposal creating the T designation because <br />they are the only properties in the county that meet the T designation requirements identified in the <br />text amendment proposal . <br />Past Actions <br />At each of the previous meetings associated with this land use amendment, several alternatives , <br />including the proposed amendment, were presented by staff to the deliberating body . <br />On April 5 , 2001 , the Planning and Zoning Commission voted 5 to 0 to recommend that the Board <br />of County Commissioners deny the proposed land use amendment . <br />On May 17 , 2001 , the Professional Services Advisory Committee (PSAC) voted 8 to 0 to <br />recommend that the Board of County Commissioners choose an alternative that has since been <br />eliminated by the Board . The PSAC recommended alternative would have expanded the urban <br />service area and applied an urban land use designation to 892 acres (including the subject properties ) <br />in the following three large corridors : <br />412 acres located on the west side of 58 " Avenue , between the Main Canal and 9 " Street, <br />SW ; <br />400 acres located on the east side of 82nd Avenue, between 16" Street and 5" Street, SW ; and <br />80 acres located on the east side of 74" Avenue , between 9" Street, SW and 13" Street, SW. <br />On June 5 , 2001 , the Board of County Commissioners voted 3 to 2 to transmit the proposed land use <br />amendment to the Florida Department of Community Affairs (DCA ) for its review . <br />ORC Report <br />Consistent with state regulations , DCA reviewed the proposed amendment and prepared an <br />Objections , Recommendations and Comments ( ORC ) Report ( dated August 17 , 2001 ) , which <br />planning staff received on August 20 , 2001 . The DCA ORC Report, Attachment 6 at the end of this <br />staff report, does not contain any objections or comments relating to the proposed amendment. <br />October 16 , 2001 <br />116
