Any impact on those <br />r parcels would be somewhat mitigated by the wooded condition of the lots , physical separation <br />provided by road and canal right- of- way and the site design of the subject property . <br />The second area of parcels that could be impacted by C/I development on the subject property <br />consists of the two 20 acre groves directly north of the subject property . That land is large enough <br />to accommodate any buffers needed to mitigate impacts of development of the subject property . <br />Another way in which C/I development on the subject property would impact surrounding property <br />relates to the Sheriffs Department and Jail Complex abutting the site on the west. Development on <br />the subject property impacts the Sheriffs Department and Jail Complex because the subject property <br />is the only land that is contiguous to the existing Complex and is available for expansion of the <br />Complex . For that reason , Planning staff has coordinated with Sheriffs Department staff regarding <br />this request. The Sheriffs Department staff indicated that they have communicated with the <br />applicant. <br />For these reasons , staff feels that CA development on the subject property would be compatible with <br />surrounding uses . <br />Potential Impact on Environmental Quality <br />Staffs position is that, since the subject property contains no environmentally important land , such <br />as wetlands or sensitive uplands , development of the site is anticipated to have little or no impact <br />on environmental quality . <br />CONCLUSION <br />Based on the analysis , staff has determined that the requested land use designation and requested <br />zoning district are compatible with the surrounding area, consistent with the goals , objectives , and <br />policies of the Comprehensive Plan , and meet all applicable concurrency criteria. Finally , the subject <br />property is located in an area deemed suitable for industrial uses . The request meets all applicable <br />criteria. <br />For these reasons , staff supports the request to change the site ' s land use designation and zoningdistrict . <br />RECOMMENDATION <br />Based on the analysis conducted , staff and the Planning and Zoning Commission recommend that <br />the Board of County Commissioners approve the proposed amendment and rezoning by adopting <br />the attached ordinances . <br />ATTACHMENTS <br />1 .
