t <br />CONCLUSION <br />The proposed amendment is consistent with the comprehensive plan , compatible with all <br />surrounding land uses , and will cause no adverse impacts on the environment or the provision of <br />public services . The proposed change increases land use efficiency and facilitates economic <br />development.
