M <br />First, Director Dean advised that the wheelchairs were in <br />place in the Courthouse. <br />Next, with the aid of an overhead map of the area, Director <br />Dean explained that the placement of the crosswalk was for safety <br />reasons and that a tree was removed from that spot. <br />Judge Vocelle pointed out how people were using the shortest <br />route, not the place where the crosswalk was placed. He and others <br />who work in the Courthouse felt it would have been more practical <br />to place the crosswalk at the shortest route, but, unfortunately, <br />no one had discussed it with them. That was the problem. He <br />thought they should, at least, be consulted. <br />Director Dean continued to say that he planned to erect <br />barriers so the people would be forced to use the proper ingress <br />and egress to the garage. <br />Commissioner Eggert was concerned for people using walkers who <br />may have trouble with the curb on the Courthouse side. Following <br />discussion, Director Dean advised he would have no problem in <br />putting a curb cut there. <br />Director Dean then chronologically detailed the video <br />recording planning for the Courthouse in order to explain why there <br />were two courtroom recording systems. Initially, it was <br />anticipated that two courtrooms (6 & 7) would allow for two-way <br />video between the jail and the Courthouse, so those courtrooms were <br />on one video system. Later, after the purchase and installation of <br />the two-way system for courtrooms 6 & 7 had been arranged, it was <br />decided to purchase a video recording system for the benefit of the <br />Clerk's Office. Finally, it was found to be necessary to make the <br />two systems compatible. Work has been on-going for new computer <br />software to achieve compatibility; it is still incomplete. <br />Director Dean explained he has been following it closely and it <br />might have been completed today. <br />Commissioner Bird wondered who had agreed to the -planning of <br />these two systems and who it accommodated, and Director Dean <br />explained that the system in courtrooms 6 & 7 (for first <br />arraignments) was something that the judges and all of us agreed <br />upon. The Clerk and his staff decided a video recording system was <br />necessary for the other courtrooms and that system had gone through <br />the process and was approved by the Board. The consultants thought <br />there was no use in having two systems, but thought they should be <br />made compatible. The problem is the software, which is being <br />worked on, but is still incomplete.
