Keating, AICP�� <br />Community Development Director <br />DATE: September 11, 1995 <br />SUBJECT: REQUEST FOR AUTHORIZATION TO <br />SUBMIT AN APPLICATION FOR SECTION 9 <br />(URBAN MASS TRANSIT ACT) GRANT FUNDS <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their regular <br />meeting of September 19, 1995. <br />DESCRIPTIONS & CONDITIONS: <br />As a result of the 1990 Census, the City of Vero Beach and the <br />densely populated land surrounding the City were designated as an <br />urbanized area. With this designation have come several changes. <br />One was the establishment of the Indian River County Metropolitan <br />Planning Organization (MPO). Another change is the eligibility of <br />local governments within the urbanized area to apply for and <br />receive Section 9, Urban Mass Transit Act, funds. <br />Grants under the -Section 9 program are available for the planning, <br />acquisition, construction, improvement, and operating costs of <br />facilities, equipment, and associated capital maintenance items <br />used in mass transportation service. For operating cost grants,_a <br />50% match is required. <br />While only public agencies may be designated recipients and apply <br />for Section 9 funds, a private provider may receive Section 9 funds <br />through a designated recipient which applies for funds on behalf of <br />the private provider. Consistent with this allowance, the Indian <br />River County Council on Aging has prepared a Section 9 Grant <br />application and is now requesting that the Board of County <br />Commissioners apply for Section 9 funds as a designated recipient <br />on behalf of the Council on Aging. <br />The Council on Aging is requesting a $476,161 Section 9 grant, and <br />proposes to match that with $286,741 in funds from a State Transit <br />Development Block Grant and with funds to be provided to the <br />Council on Aging by both Indian River County and the City of Vero <br />Beach. Besides those county funds which have been allocated to the <br />Council On Aging in the FY 95-96 budget, an additional $15,000 in <br />County funds, not programmed in the FY95/96 budget, are needed to <br />maximize the amount of grant funds available to the Council. This <br />proposed $15,000 appropriation is addressed in the following agenda <br />item. A copy of the complete Section 9 grant application is on <br />file at the County Planning Division Office. <br />As proposed, the Council on Aging will use the entire $762,902 <br />(grant and match) to fund its Community Coach and para -transit <br />service. <br />ANALYSIS: <br />AccordiMq-to - 9 4rant --appli-cation requirements, a -designated <br />recipient must hold a public hearing to obtain the views of <br />citizens on a proposed grant application.
