Heller, Project Specialist <br />SUBJECT: Award of Bid No: 2022026 <br />Jackie Robinson Training Complex Ticket Office Building Renovations <br />IRC -2020 <br />DATE: March 4, 2022 <br />DESCRIPTION AND CONDITIONS <br />On May 6, 2021, Edlund, Dritenbas, Binkley and Associates, P.A. (EDB) was tasked to provide <br />architectural services for interior renovations to the Jackie Robinson Training Complex Ticket Office <br />building that include drywall replacement, wall relocations, removal and replacement of selected floor <br />coverings, ceiling grid and tiles, as well as plumbing upgrades. <br />Following EDB's completion of design for the renovation, the project was advertised and a bid opening <br />was held on February 16, 2022. Four (4) bids were received and opened for the project. A detailed <br />tabulation of the bids is on file and available for viewing in the County Engineering Division. The two (2) <br />responsive bidders and their respective bids are as follows: <br />COMPANY <br />BID <br />De La Hoz Builders, Inc. <br />Fellsmere, FL <br />$413,790.34 <br />Gibraltar Construction Co. Inc. <br />Annapolis, Maryland <br />$2,017,000.00 <br />Proctor Construction, Inc. <br />Vero Beach, FL <br />$407,388.52 ** <br />MGM Contracting, Inc. <br />Cocoa, FL. <br />$643,742.00 ** <br />* Denotes mathematical errors on bid form corrected. <br />** Denotes bidders were determined to be non-responsive and therefore disqualified for failure to <br />provide unit prices per the bid instructions. <br />Proctor Construction, Inc. filed a protest of the disqualification of their bid for failure to provide unit <br />prices, as required by several sections of the bid instructions and the bid form. This protest was denied <br />by the Purchasing Manager on February 25, 2022. Should Proctor have requested an appeal of this <br />decision, notification must have been made by March 4, 2022. No appeal has been received. The protest <br />memos are available for review in the Purchasing Division. 38 <br />
