duly licensed trailer park shall not be done until a certifi- <br />cate of zoning approval has been issued therefor in the same <br />manner as if the same were a building or structure. Any <br />such trailer or portable living accommodations shall have <br />sanitary facilities in accordance with the sanitary code of <br />the State Board of Health. This provision tts to permits <br />for trailers does not permit the parking or use of trailers <br />in areas except where the same are permitted under the <br />terms of the Zoning Ordinance. <br />19. A .reasonable time for appeal by any person aggrieved <br />by any decision of the County Administrator acting as the <br />enforcing officer in issuing zoning certificates or any other <br />actions under the zoning laws of the County is fixed and deter- <br />mined as five (5) days from the time of the action taken. All <br />appeals shall be filed in writing and delivered to the Chair- <br />man, or in his absence, the Vice Chairman of the Indian River <br />County Hoard of Adjustment, provided that where a certificate <br />of zoning approval has been issued, the time for filing notice <br />of appeal is further extended to the end of the third day from <br />the visible commencement of construction on the ground. <br />Visible commencement of construction means the first actual <br />work of improvements upon the real property, or the first <br />delivery to the site of dic improvement, the materials which <br />remain thereon until incorporated in the improvements of such <br />manifest, substantial character as to notify interested persons <br />that the real property is beim improved or is about to be; pro- <br />vided, that if the last day falls on Sunday or other holidays <br />when said office is closed, time for filing notice or appeal <br />shall expire at the end of the day next following when said <br />office is open for business. <br />4 <br />
