March 8, 2022 <br />ITEM 14.6.1. <br />INDIAN RIVER COUNTY <br />BOARD OF COUNTY COMMISSIONERS <br />INTER -OFFICE MEMORANDUM <br />TO: Members of the Board of County Commissioners <br />DATE: February 25, 2022 <br />SUBJECT: Request the Board consider directing the County Attorney to start the process of <br />establishing a Municipal Services Benefit Unit (MSBU) for the Pine Tree Park <br />Subdivision to fund improved drainage and other future projects <br />FROM: Joseph H. Earman <br />Commissioner, District 3 <br />Background <br />Pine Tree Park Subdivision is bordered by 58th Avenue to the east, 66th Avenue to the west, 8th <br />Street on the north, and 4th Street on the south. <br />Home construction in this community began in the late seventies and continues to this day. As a <br />subdivision built under older building codes, especially with regard to home elevations and <br />drainage requirements, the drainage system is not adequate to meet the needs of the area and <br />requires regular maintenance from our Public Works Division. Many residents have reached out <br />to me asking what can be done to improve these long-term drainage issues. <br />Analysis <br />Current Pine Tree Park resident Aaron Sunderlin has been in contact with me while leading a <br />community effort to find a solution to the problem. After much discussion, a large number of <br />residents seem to believe a MSBU might be the best route for funding such improvements. <br />Funding <br />There is no funding request at this time. <br />Recommendation <br />That the BOCC direct the County Attorney, in coordination with Public Works, to start the process <br />of establishing a MSBU for Pine Tree Park. <br />
