Staff has drafted an Interlocal Agreement and, in coordination with <br />Sebastian staff, has obtained City approval of the agreement, <br />pending County Commission approval. This agenda item is presented <br />for the Board to consider approval of the Sebastian Highlands Scrub <br />Project Interlocal Agreement (attached). <br />ANALYSIS <br />The Conceptual Approval Agreement approved by the Board, the FCT, <br />and the City of Sebastian, identifies Indian River County as the <br />sole title holder of the project property once, acquired. The <br />Agreement also provides that Indian Rive= County will be <br />responsible for project management. According to FCT (arid'County) <br />procedures, a project -specific management plan must be drafted and <br />approved prior to project closing. At that time, before fully <br />committing to project purchase, the Board will have the opportunity <br />to consider, in detail, long-term maintenance costs. <br />The attached Interlocal Agreement reiterates general commitments <br />made by the County in the Conceptual Approval Agreement, largely <br />concerning project management. The Agreement reinforces that the <br />City of Sebastian will not be obligated to undertake project <br />management responsibilities, but will provide. basic service such as <br />Police protection consistent with its policies. <br />RECOMMENDATION <br />Staff recommends that the Board of County Commissioners approve and <br />authorize the Board Chairman to execute the attached Sebastian <br />Highlands Scrub project Interlocal Agreement. <br />ON MOTION by Commissioner Adams, SECONDED by <br />Commissioner Bird, the Board by a 4-0 vote <br />(Commissioner Eggert being absent) approved the <br />Interlocal Agreement with the City of Sebastian on <br />the Sebastian Highlands Scrub Project, as <br />recommended by staff. <br />CONTRACT <br />THE BOARD <br />OCTOBER 3, 1995 <br />PLACED ON FILE IN THE OFFICE OF THE CLERK TO <br />V11 <br />BOOK 96 PAIGE 02.058 <br />I <br />
