Purchasing Manager Fran Boynton -Powell has been instrumental in <br />securing the services of Richard Warden (Warden Associates) to <br />provide these' services. Mr. Warden's name and credentials were <br />obtained from the Senior Corps of Retired Executives (SCORE) in <br />this area, and documentation of his impressive background is <br />attached. <br />The Scope of Services, which will provide a comprehensive review of <br />the project, includes the following: <br />• Technical performance and specifications relative to <br />county requirements; <br />• Commercial terms and conditions; °, <br />• Operational soundness and ability to meet operational <br />needs; <br />• Vendor's program management commitments, tracking, and <br />customer reporting systems for county visibility of <br />project performance during implementation; <br />• Material delivery and acceptance, system implementation, <br />and proposed quality reliability factors; <br />• Ongoing system support, manuals, spares, maintenance, <br />etc., for reliability, user friendly documentation, and <br />expansion contingencies; and, <br />• Warranty coverage and vendor's practical commitments to <br />resolve failures or defects. <br />To provide these services and deliverables, Mr. Warden's fee is <br />$6,900 including $1,900 for his specialist associates. This fee <br />includes all report materials, supplies, and office support and is <br />quoted as a fixed cost. The fee also includes presentation of <br />reports and attendance at County meetings and meetings with staff <br />as requested. Travel and toll expenses will be charged extra at <br />cost and are estimated not to exceed 10% of the above fee. Total <br />estimated expenses for the project is $7,590. <br />A copy of Mr. Warden's background and proposed scope of services <br />are attached for review and consideration. <br />Staff recommends approval of funding in the amount of $7,590 from <br />the Optional One Cent Sales Tax revenue for Mr. Warden to provide <br />the scope of services identified in the attachment as relates to <br />the 800 MHz Communications System. <br />In response to Commissioner Adams' questions, Emergency <br />Services Director Doug Wright explained that Mr. Warden has <br />substantial background in control development and would perform an <br />independent review of the entire project and proposed contract. <br />Commissioner Adams assumed that the scope of work covers some <br />of the things that staff has done, such as visiting the two <br />existing MHz county DES systems in Florida.
