(a <br />Not for Profit Florida Corporation) to provide Youth Baseball Programming <br />and Enrichment Programs at the Helen Hanson Park located at 8020 1291h <br />Court, Sebastian Fl. <br />BACKGROUND <br />Indian River Sports Complex, Inc. (a Florida not for profit corporation) approached the County <br />with the concept to provide youth baseball clinics, leagues, and enrichment programs at the <br />County's Helen Hanson Park located at 8020 129th Court, Sebastian, Florida. <br />The proposed license agreement will enable Indian River Sports Complex, Inc. (IRSC) to utilize <br />the lighted baseball field and restrooms to conduct programming in exchange for IRSC making <br />approved improvements to the baseball field. The improvements that IRSC will make during the <br />initial term of this license will be installing a baseball field irrigation system, installing natural <br />sports turf, and make playability improvements to the entire field. In addition to these <br />improvements, IRSC will be responsible for the electric costs and will also maintain the entirety of <br />Helen Hanson Park by providing grounds maintenance and custodial services. In exchange for <br />providing the programming and oversight, assuming the maintenance responsibilities, making the <br />above improvements, and paying the electrical costs for the park, IRSC will not be charged a fee <br />for this license. The proposed term of this license is for an initial three years with an option to <br />renew for two additional three-year periods. <br />Conditions of this license directly related to youth sports programming are that IRSC will ensure <br />that all staff, coaches and volunteers receive a Level 1 Background Check annually and that all <br />staff, coaches, and volunteers receive enhanced coaching and youth engagement training via <br />SafeSport. Annually, IRSC will provide a detailed description of all programs scheduled and <br />conducted, attendance data, and details of how IRSC programs benefited the residents of Indian <br />River County. IRSC will also provide a list of all staff, coaches and volunteers who are associated <br />with the operations, maintenance, and programs performed by IRSC at Helen Hanson Park. <br />The playground, basketball court, and open space of Helen Hanson Park will remain open to the <br />public and use of the baseball field will be coordinated through IRSC with no fee during daylight <br />hours. When lights are required, IRSC may charge a $20 fee per hour which is consistent with the <br />County's current fee for other County operated ball fields. <br />39 <br />
