She urged the Board not <br />to vote on it today before checking to see how Bingo Madness is run <br />in Ft. Pierce, pointing out that two nights a week are run for <br />United Way. <br />Mr. Chapin referred to Bingo Madness as a "hall for hire." <br />His company has tables, chairs, and necessary equipment installed. <br />Charitable organizations rent or lease the facility and volunteers <br />run their own games. The United Way leases the hall for $1 a year. <br />Bingo Madness does not conduct any games of bingo. <br />Sam Alia of Vista Royale hoped that this ordinance would not <br />impact the bingo games at Vista Royale which are held just for the <br />fun of it. To them it is just a night out for the seniors. <br />Commissioner Bird explained that this ordinance would limit <br />their games to just one a day, and Attorney O'Brien offered to make <br />a copy for Mr. Alia of Chapter 849 regulating condominium <br />associations and mobile home parks. <br />There being no others who wished to be heard, the Chairman <br />closed the Public Hearing. <br />Commissioner Tippin wanted everyone to realize that there are <br />many fine charitable organizations in this county who do not rely <br />in any way, shape, or form on bingo. <br />ON MOTION by Commissioner Adams, SECONDED by <br />Commissioner Bird, the Board by a 4-0 vote <br />(Commissioner Eggert being absent) adopted Ordinance <br />95-24, regulating the holding of bingo games in <br />Indian River County. <br />ORDINANCE 95- 24 <br />AN ORDINANCE OF INDIAN RIVER COUNTY, <br />FLORIDA, REGULATING THE HOLDING OF BINGO <br />GAMES IN INDIAN RIVER COUNTY. <br />WHEREAS, the state of Florida has set forth regulations for the <br />conduct of bingo games; and <br />WHEREAS, case law (Jordan Chapel vs. Dade County, 334 So.2d <br />661) has determined that local governments may regulate bingo games <br />provided such regulations do not conflict with state law; and <br />WHEREAS, it is in the public interest to regulate the number of <br />sessions that an organization may conduct bingo games, <br />NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY, that: <br />19 <br />OCTOBER 17, 1995 <br />
