BOOK 96 PACE -344 <br />Steve Parsons, 73rd Street, owner of a bait shop in the <br />causeway area, wished to point out that the issue is of more <br />concern during the summer. Noise is a factor as much as speed. He <br />suggested designating a jet ski area across from Sebastian where <br />there aren't any homes to be bothered by the constant whining of <br />the engines. However, the problem would be enforcement. He didn't <br />disagree about limiting the accessibility. <br />Tom Collins, president of Capt. Hiram's Restaurant, advised <br />that water vehicles are rented at the restaurant site and taken to <br />the causeway area. They keep an eye on the people renting their <br />equipment through binoculars. Their business is conducted at the <br />restaurant site. Mr. Collins was concerned about businesses <br />conducting business on public property. He contended that business <br />operators of self-propelled water skis are conducting business at <br />the causeway since instructional use and monitoring of the water <br />vehicles is conducted at the.water site. He believed that if the <br />Board allows this business to carry on there, it will see a <br />proliferation of watercraft rentals. He felt it is unfair to allow <br />a man to run a business from public property since it would hurt <br />other business owners who have got their permits and spent a lot of <br />money. <br />Commissioner Bird commented that the business Mr. Collins <br />referred to has had only six rentals in three weeks. <br />Mr. Collins advised that the County's Risk Manager has said <br />that the County has some exposure when someone rents a boat there. <br />Chairman Macht believed that staff needs to look at the issue <br />further. <br />ON MOTION by Commissioner Adams, SECONDED by <br />Commissioner Tippin, the Board by a 4-0 vote <br />(Commissioner Eggert being absent) directed staff to <br />look at the jet ski issue through MANWAC and Parks & <br />Recreation Committee and research other counties to <br />see how they are handling the issue and come back <br />with a recommendation. <br />Note: Mr. Louis Moresca came in at the end of today's meeting, <br />approximately 12:37 p.m., and the Board granted his request to <br />speak on the jet ski issue. <br />Louis Moresca, 1085 Morningside Drive, just off Jungle Trail, <br />stated that he does all the water sports but just wanted to <br />emphasize how dangerous jet skis are. A person was killed in Ft. <br />29 <br />OCTOBER 17, 1995 <br />
