BOOK 96 PAGE -356 <br />A selection committee was formed and copies of the proposals along with Evaluation Forms were <br />distributed to the members. In September the Committee met and "short listed" five firms based on <br />scores submitted by each committee member. Oral presentations were scheduled for the finalist to <br />determine a final ranking of the prospective consultants. <br />ANALYSIS <br />The "short listed" consultants were judged on their past experience in similar projects, personnel <br />qualifications, what they perceived to be the important aspects of the project, and how well they <br />were prepared to perform the various tasks. The committee ranked the consultants based on the <br />majority votes received and the results are: <br />1. Dow, Howell, Gilmore & Associates <br />2. Ray Johnson & Associates <br />3. Gee & Jenson Engineers -Architects Planners, Inc. <br />4. Reynolds, Smith and Hill, Inc. <br />5. Spillis Candela & Partners, Inc. <br />RECONIlVIENDATION <br />Staff respectfully request Board approval to negotiate with the number one ranked firm in an <br />attempt to reach an agreement for a contract to perform the required services. Should we be unable <br />to reach such an agreement with said firm, we will move down the list as per CCNA. The proposed <br />contract will be brought back to the Board for approval and execution. <br />ON MOTION by Commissioner Adams, SECONDED by <br />Commissioner Tippin, the Board by a 4-0 vote <br />(Commissioner Eggert being absent) authorized staff <br />to negotiate with number one ranked firm of Dow, <br />Howell, Gilmore & Associates, and to proceed in the <br />manner set out in staff's recommendation. <br />41 <br />OCTOBER 17, 1995 <br />
