BOOK <br />Owners Lots <br />114 114 <br />X31 (of these 3 own 170 lots) 361 <br />Total 145 475 <br />96 P.�E636 <br />Typical lot sizes are .16 to .21 acre; therefore lots in the project are substandard <br />or "undersized," according to Indian River County's Comprehensive Plan and the <br />County Public Health Unit, Division of Environmental health, which require that <br />new lots utilizing well and septic systems be a minimum of one-half acre. Lots not <br />meeting these minimum standards are called "undersized lots." <br />The attached map displays the area to benefit from the assessment projects. The <br />projects are to be paid through the ' assessment of property owners along the <br />proposed water line route and fronting roads to be paved. In the interim, <br />financing will be through the use of impact fee funds for the water project and by <br />the petition paving account for the road paving and drainage improvements. <br />Engineering design services for the water project will be completed by the <br />Department of Utility Services staff. Engineering design for paving and drainage <br />Improvements will be performed by private consultant or county staff. <br />The total estimated project cost and amount to be assessed for the water system <br />is $618,360.42. The total estimated cost per square foot is $0.1563987 for water <br />line installation. The estimated cost for paving and drainage improvements is <br />$1,502,423 or $0.38 per square foot. <br />Since the Utility Services Department and Public Works Department have a <br />slightly different procedure for collection of special assessments, separate project <br />resolutions have been prepared, and although the projects are anticipated to be <br />constructed concurrently, two distinct projects are proposed, including two <br />distinct public hearings. <br />RECOMMENDATIONS AND FUNDING <br />The staffs of the Department of Utility Services and Public Works Department <br />recommend that the Board of County Commissioners approve the attached <br />Resolutions (two for the water project and two for the paving and drainage project) <br />and set the public hearing date for both projects. <br />ON MOTION by Commissioner Adams, SECONDED by <br />Commissioner Tippin, the Board by a 4-0 vote <br />(Commissioner Eggert being absent) adopted <br />Resolutions 95-133 and 95-134 in regard to providing <br />water service to Vero Tropical Gardens and a portion <br />of Paradise Park Subdivision Unit #3. <br />49 <br />OCTOBER 17, 1995 <br />
