Tuesday, October 17, 1995 <br />The Board of County Commissioners of Indian River County, <br />Florida, met in Regular Session at the County Commission Chambers, <br />1840 25th Street, Vero Beach, Florida, on Tuesday, October 17, <br />1995, at 9:00 a.m. Present were Kenneth R. Macht, Chairman; Fran <br />B. Adams, Vice Chairman; Richard N. Bird; and John W. Tippin. <br />Commissioner Carolyn K. Eggert was recuperating from knee surgery. <br />Also present were James E. Chandler, County Administrator; Charles <br />P. Vitunac, County Attorney; and Barbara Bonnah, Deputy Clerk. <br />The Chairman called the meeting to order, and Commissioner <br />Bird led the Pledge of Allegiance to the Flag. <br />ADDITIONS TO THE AGENDA/EMERGENCY ITEMS <br />Chairman Macht requested the addition of Item 13-A-1, comment <br />about block grant for Medicaid and Item 13-A-2, comment regarding <br />DEP groundwater rules for landfills. <br />Commissioner Adams requested the addition of Item 13-B, citrus <br />waste. <br />Commissioner Tippin requested the addition of Item 13-E, <br />announcement'of annual dinner meeting of Treasure Coast Council of <br />Local Governments. <br />ON MOTION by Commissioner Adams, SECONDED by <br />Commissioner Bird, the Board by a 4-0 vote <br />(Commissioner Eggert being absent) added the above <br />items to today's Agenda. <br />PROCLAMATION - CHILDREN'S ART FESTIVAL DAY IN IRC <br />Chairman Macht read aloud the following proclamation which <br />will be given to Mark McMahon, education assistant for the Center <br />for the Arts. <br />BOOK 96 Fh.cr.16 <br />1 <br />OCTOBER 17, 1995 <br />_I <br />
