The Board requested that OMB <br />Director Joyce Johnston research <br />FACo. <br />BOOK 96 PA F 38? <br />Director Joe Baird and Welfare <br />this matter and get comments to <br />COMMENT ON EPA GROUNDWATER RULES FOR LANDFILLS <br />The Board reviewed the following item that appeared in a FACo <br />bulletin: <br />y, EPA Action On Landfills: County landfills may be able to <br />�►` benefit from two major policy changes by the Environmental <br />Protection Agency. The first extends the deadline for Munici- <br />pal Solid Waste (MSW) landfills to comply with Subtitle D's <br />financial assurance requirements until April 9, 1997. During <br />the interim, the EPA will continue to work on developing an <br />alternative method for local governments to demonstrate <br />adequate financial stability. Secondly, the EPA has proposed <br />a regulation giving states the flexibility to allow certain land- <br />fills to use a less-expensive, alternative method of monitoring <br />ground«mater. EPA is accepting comments on the proposed <br />rule until Nov 7. (Smith) <br />Chairman Macht presumed that staff is on top of the <br />groundwater rules for landfills, and Utilities Director Terry Pinto <br />responded affirmatively. <br />CITRUS WASTE <br />Commissioner Adams presented the following request for a one- <br />year moratorium on the collection of tipping fees at the -Landfill <br />for citrus waste: <br />MEMORANDUM <br />TO: BOARD OF COUNTY COMMISSIONERS <br />FROM: Commissioner Fran Adams <br />RE: Citrus Waste <br />On August 22, 1995, we passed a motion authorizing the collection of tipping fees for <br />citrus wastes rather than inclusion of this waste under the current assessment program. This <br />new program began in October. <br />I believe we acted too hastily and did not give the industry time to prepare. Thirty days <br />was not enough time for some of the companies to find alternatives. So far their alternatives are <br />few. dump in existing pastures which are and have been too wet to get a truck in and out, or <br />purchase dryers which will shrink the water content and therefore the amount of wastes. We <br />currently have no business located here to process all the citrus waste for cattle'feed although I <br />understand Ocean Spray does process some of their own culls for the feed market. <br />The history of the problem involves the slumping of whole fruudand culls in the current <br />landfill cells. Last year the amount tripled and was a total of 11000 tons. This organic product <br />degrades rapidly if left in the open but once covered in the landfill is preserved for many years. <br />Additionally there is a high liquid content (82%) which creates a mushy layer and later increased <br />leachate. <br />67 <br />OCTOBER 17, 1995 <br />
