DeBlois,�H=�CP <br />Chief,.Environmental Planning <br />DATE: October 11, 1995 <br />RE: Renewal of Abandoned Flow Well <br />Plugging Agreement with SJRWMD <br />It is requested that the data presented herein be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of October 17, 1995. <br />DESCRIPTION AND CONDITIONS <br />Since 1989, the County has participated in a 50/50 cost share <br />program with the St. Johns River Water Management District (SJRWMD) <br />to plug abandoned artesian wells. As a result of this program, 181 <br />wells have been plugged or repaired in Indian River County, saving <br />approximately 80 million gallons per day (mgd) of ground water. <br />This past year, 27 wells were plugged in the County (9 county -wide <br />through the cost -share program; 5 on County Utilities property; and <br />13 via other SJRWMD programs). <br />Throughout the duration of the County/District program, the County <br />has allocated a total of $30,000 ($15,000 for Utilities property, <br />$15,000 for county -wide private property) on a fiscal year basis. <br />In turn, SJRWMD has matched the county's funds with $30,000 of <br />their own, resulting in a total of $60,000 per fiscal year <br />allocated for well plugging. <br />The original agreement for the well plugging program was executed <br />on October 3, 1989, to plug abandoned wells on County Utilities <br />property. In March, 1990, the agreement was amended to apply <br />county -wide. The original agreement has been amended five times as <br />part of an annual renewal process. <br />In a change from previous years, SJRWMD is proposing that two <br />separate contracts - one for Utilities property and one for county- <br />wide private property - be executed for fiscal year 1995-96 cost - <br />share funding. Based on guidelines adopted in September, 1994 (see <br />attached), the SJRWMD has changed its policy on Utilities property <br />3 <br />OCTOBER 17, 1995 <br />
