In this business plan the County would own and operate its own network <br />infrastructure to provide its own broadband services to all identified County <br />facilities. The County would also lease dark fiber to ISPs in an open access model as <br />referenced above. <br />There are a wide range of funding sources that Indian River County should be <br />prepared to consider preparing an application for. The American Rescue Plan Act <br />(ARPA) has allocated funding for broadband, and the larger pending infrastructure <br />bill has almost $6513 in funding expected for broadband over the course of the next <br />few years once passed by congress. Allocations from ARPA have been delivered to <br />states and localities, as well as federal agencies that are now and will continue to <br />roll out funding sources for communities, tribes, utilities, and service providers that <br />can prove shovel ready projects that solve the digital divide and close gaps in <br />unserved and underserved communities - namely those lacking speeds ranging <br />from 25Mbps/3Mbps to 100Mbps/100Mbps. <br />Each funding source will have different scoring metrics, and funding windows will <br />be short so the County will need a business and engineering plan prepared for <br />these opportunities.
