4M <br />RESOLUTION 70-42 <br />® WHEREAS, the President's Council on Environmental Quality <br />proposes to select one American watershed to demonstrate the <br />® possibilities of enhancing its water quality properties, and <br />WHEREAS, the St. Johns River is unique in the world, combining <br />as it does the great biological productivity of a sub -tropical climate with <br />an unusual topographic relief which has enabled development of a <br />remarkable blending of fresh water, estuarine and marine fishes and <br />other aquatic species having imense food and recreational value, and <br />WHEREAS, the Florida Game and Fresh Water Fish Commission <br />has background data, in the form of published reports and records which <br />span a period of more than twenty years, dating from 1947 to the present, <br />which vividly show the tremendous value of its renewable natural fishery <br />resources and which trace the alarming rate of its rapidly accelerating <br />decline, and <br />WHEREAS, sources of its pollution have been defined, notably <br />by the Florida Department of Air and Water Pollution Control, and steps <br />are being taken by that department, the Florida Game and Fresh Water <br />Fish Commission, local public bodies, and others to improve present <br />conditions, and <br />WHEREAS, without additional measures beyond the capabilities <br />of state and local governments these efforts will almost certainly fail to <br />fully achieve the desired goals, and <br />WHEREAS, a vigorous clean-up program undertaken through the <br />cooperative effort of federal, state and local governments will be of <br />incalculable benefit to our nation, its food supply, to recreation, and to <br />our posterity, <br />
