40 <br />40 <br />RESOLUTION 71-19 <br />RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS <br />OF INDIAN RIVER COUNTY, FLORIDA, <br />AUTHORIZING THE PREPARATION OF <br />COMPREHENSIVE AREA WATER AND SEWER DEVELOPMENT PLAN <br />WHEREAS,+the Attorney General of the State of Florida, <br />in an opinion dated March 18, 1966, addressed to Mr. Sidney Martin, <br />President of the State Association of County Commissioners, Hawthorne, <br />Florida, held that Counties of the State of Florida are authorized <br />to accept grants from agencies of the United States of America and <br />to make comprehensive plans for the development of the Counties, <br />including the establishment of water distribution systems and waste. <br />disposal systems, and <br />WHEREAS, Indian River County, Florida, does not have <br />available sufficient funds to undertake the comprehensive planning <br />for area water and sewer development, and <br />WHEREAS, Indian River County, Florida, has made application <br />to the Farmers Home Administration, United States Department of Agri- <br />culture, for a grant for the purpose of makinga comprehensive area <br />water and sewer development plan, and <br />r <br />tWHEREAS, Indian River County, Florida, is an organization <br />as defined in,FHA Instruction 442.7 as eligible for a grant for <br />planning. <br />NOW, THEREFORE, be it resolved by the Board of County <br />Commissioners of Indian River County, Florida: <br />1. That it is in the best interests of Indian River <br />County, Florida that the Board of County Commissioners seek a grant <br />for the purpose of making a comprehensive area water and sewer <br />development plan and that the Board of County Commissioners has <br />determined that the County does not have sufficient funds available -. <br />to undertake such planning. <br />0 <br />
