Bou 96 PnE508 <br />Chairman Macht thought there was no question on the <br />desirability of funding the program, but just a question of money. <br />Nollie Robinson, 1726 Lakefront Boulevard, Ft. Pierce, advised <br />that the program has been in operation 5 years and this was the <br />final year for funding from the drug grant. There had been some <br />preliminary discussion of using drug forfeiture funds, but they had <br />already been used to match other grants. Now, it is the end for <br />grant funds. -In order to continue, they must have $35,011, which <br />is the amount requested. <br />Mr. Robinson recounted that this year they had 82 people <br />successfully complete the program; 17 were women. Judge Vocelle <br />and Judge Smith favor the program and they are sentencing people to <br />the aftercare portion of the program. That has reduced the <br />recidivism about 20% this year. He felt it is a very cost- <br />effective program with a very- good success rate. _ <br />Commissioner Eggert asked for a definition of "success", and <br />Mr. Robinson replied it was a period of 6 months on no drugs. The <br />individual can request service later at no charge and they maintain <br />contact every six months beyond the program to see how they are <br />doing. <br />Commissioner Eggert inquired about the success rate on the <br />first 2 years, and Mr. Robinson responded it was a little over 500. <br />Chairman Macht asked if he was confident of those figures, and <br />Mr. Robinson advised he was. <br />Chairman Macht recapped that the Board has heard assurances <br />from the judges and the Sheriff's Department that it has been an <br />effective program. There is no question of its effectiveness, just <br />a question of money. <br />Administrator Chandler believed a $6,000 to $7,000 <br />reimbursement was due in the next several weeks. He thought there <br />was a possibility of getting additional funds, but he could not <br />guarantee it. <br />Chairman Macht thought if there was some degree of optimism on <br />trust fund accretion, they might consider inter -fund borrowing to <br />advance the funds. But, based on last year's performance, the <br />Finance Officer is very pessimistic. They had budgeted $30,000 and <br />received $11,000, which tells him there is the possibility that <br />judges have discontinued making the trust fund assessments. <br />Commissioner Eggert suggested contacting the judges in order <br />to find out what the situation is. <br />124 <br />October 24, 1995 <br />
