Carter Road) between 66th Avenue and 58th Avenue <br />DATE: <br />October 16, 1995 <br />DESCRIPTION AND CONDITIONS <br />On October 3, 1995 the Board of County Commissioners adopted Resolution No. 95-128 <br />providing for certain paving and drainage improvements to 1st Street SW (R.D. Carter <br />Road) between 66th Avenue and 58th Avenue and adopted another Resolution 95-129 <br />setting the date and time for a Public Hearing to discuss the advisability, cost and amount <br />of the assessment against each property owner. This hearing is scheduled for October 24, <br />1995. <br />1st Street SW (R.D. Carter Road) is a property owner initiated public improvement <br />assessment project. Some of the property owners who signed the petition have relocated <br />since its submittal in 1988. Right-of-way acquisition has delayed the project. <br />The Petition was originally signed by 69% -of the Property Owners. On October 10, 1995 <br />the Public Works Department staff met with the property owners to discuss any questions <br />relative to the paving of 1st Street SW. All of the property owners in the benefited area <br />were notified of this informal meeting. Approximately 12 property owners attended, many <br />stated that they were concerned with the cost of the project and with recent maintenance <br />on the road. <br />1st Street SW (R.D. Carter) between 66th Avenue and 58th Avenue is classified as a <br />collector road and therefore the assessment is split 50% to be paid by the property owners <br />and 50% to be paid by the county. <br />RECOMMENDATION <br />It is recommended that motions be made to approve the assessment roll, and confirming <br />resolution with changes, if any, made after input at the October 24, 1995 Public Hearing. <br />Revised confirming resolution and assessment roll will be forwarded to Chairman of the <br />Board for signature. The Assessment Roll and assessment plat are on file with the Clerk <br />to the Board of County Commissioner's office. <br />Director Davis hoped to eliminate the 10% contingency fee of <br />$40,638 which was included in the preliminary cost estimate. <br />18 <br />October 24, 1995 <br />
