Director Davis advised the road had been designed with an fl- <br />inch base, standard thickness for a collector road. He indicated, <br />however, there were other things that could be done such as seeding <br />instead of sodding. Also, he thought there was a source for fill, <br />so it would not have to be purchased. He pointed out that the <br />drainage system was about $80,000, but water treatment is mandated <br />by St. Johns River Water Management District and State water <br />quality requirements. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Tippin, the Board unanimously (4- <br />0, Commissioner Bird being abient) adopted <br />Resolution 95-139, conditioned on staff being <br />able to reduce the per acre assessment to $620 <br />or less. <br />From the audience, Mike Asafaylo asked about payment and <br />Director Davis explained the process advising that the assessment <br />was due upon completion. If paid in full within 90 days, there was <br />no interest. If paid out over two years there would be interest at <br />8%. A lien would be recorded on the property today if adopted by <br />the Board. <br />Mr. Asafaylo also asked about maintenance on the road prior to <br />construction, and Director Davis advised that some of the bad areas <br />have already been fixed and the County will maintain the road until <br />construction begins.
